Under limited supervision, plans and supervises the efficient operation of the City wastewater treatment plant. Ensures an adequate wastewater collection system pre-treatment program. Performs other professional, technical, administrative and supervisory work as required. Works within broad policy and organizational guidelines and does independent planning and implementation. Reports progress of major activities through periodic conferences and meetings. Reports to the Water/Wastewater Treatment Manager.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

 

ESSENTIAL JOB FUNCTIONS

 

Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, and termination and salary increases.

 

Plans, directs and supervises the efficient operation and maintenance of the City's biological wastewater treatment plant. Ensures an adequate wastewater collection system pre-treatment program.

 

Ensures division compliance with City policies and procedures and all other applicable laws, regulations and standards of quality and safety.

 

Supervises the duties of assigned technical and maintenance staff which includes scheduling, instructing, assigning, reviewing and planning the work of others; maintains standards; coordinates activities; allocates personnel; selects new employees; acts on employee problems; approves employee discipline; recommends employee transfers, promotions and discharges.

 

Provides guidance and training for present and new operators on new and existing testing, operation of plant, theory of operation and safety procedures associated with the operation of the wastewater treatment plant.

 

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.

 

Coordinates the activities of facility personnel and treatment processes to maintain optimum effectiveness and efficiency.

 

Coordinates and directs laboratory operations.

 

Develops treatment strategies for plant optimization to meet new and existing regulations.

 

Assists subordinates with plant operations as needed.

 

Orders and maintains a proper inventory of treatment chemicals, parts, materials and supplies.

 

Updates standard operating procedures for existing equipment and laboratory functions; develops standard operating procedures for new equipment and laboratory functions.

 

Prepares daily, monthly and yearly reports and plant processes and operations as required by regulatory agencies; prepares weekly and monthly progress reports for the department head.

 

Works with consulting engineers, equipment manufacturers/venders and construction contractors in the upgrade and/or modification of facilities and equipment.

 

Inspects equipment and processes to determine efficiency of operations, maintenance requirements and cleanliness.

 

Establishes and maintains an effective safety program; conducts plant safety meetings and enforces City safety policies.

 

Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, conducting and attending meetings, entering and retrieving computer data, creating and maintaining spreadsheets, copying and filing documents, etc.

 

Develops and administers multiple departmental budgets. Ensures effective and efficient use of budgeted funds and personnel, materials, facilities and time; approves expenditures and payroll.

 

Coordinates department activities and functions with those of other City departments, municipalities, county departments and outside agencies as appropriate.

 

Prepares and manages the plant's annual operating budget; monitors expenditures.

 

Works and cooperates with state and federal regulatory personnel in conducting facility inspections and performance audits.

 

Directs process start-ups as required.

 

Coordinates and supervises emergency operations.

 

Attends meetings, training, conferences, seminars, etc. as appropriate to maintain knowledge of current legislation, trends and technology in public utilities operations and administration.

 

Serves on call 24 hours per day to ensure uninterrupted water service for customers.

 

Receives and/or reviews various records and reports including lab results, NPDES permit, proposals for supplies, parts, chemicals, regulatory updates and information from maintenance and operators.

 

Prepares and/or generates a variety of documents including lab results, flow information, maintenance report, descriptions for vendors and email.

 

Refers to lab results, maintenance reports, regulatory updates, manuals and specifications.

 

Utilizes a variety of computer software to include SCADA, Microsoft Word, Microsoft Excel and email.

 

Interacts and communicates with various groups and individuals such as the Director of Public Water Utilities, regulatory agencies, vendors, aqua aerobics, engineers and consultants.

 

Operates various machinery and/or equipment to such as a sludge truck, belt press, chlorine evaporator, bar screen and lab meters.

 

Utilizes a variety of tools and/or sets of tools to include various hand tools, voltage meters, calculators and a computer.

 

 

ESSENTIAL SAFETY FUNCTIONS

 

It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injury or illnesses.

 

Every manager/supervisor is responsible for enforcing all safety rules and regulations. In addition, they are responsible for ensuring that a safe work environment is maintained, safe work practices are followed and employees are properly trained.

 

 

ADDITIONAL JOB FUNCTIONS

 

Answers phones. Cleans office.

 

Performs other related duties as required.

 

 

MINIMUM TRAINING AND EXPERIENCE

 

Recommends a Bachelor's degree supplemented by a minimum of four to five years of experience in a job related field, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess a valid driver's license. Must possess or be able to obtain within one year of hire a SC LLR Class A Biological Wastewater License.

 

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

TO PERFORM ESSENTIAL JOB FUNCTIONS

 

Physical Requirements: Must be physically able to operate a variety of heavy machines and equipment. Must be able to push, stoop, lift, pull, reach, kneel, crouch, carry or otherwise move objects. Work involves walking or standing for periods of time. Must be able to lift/carry weights of up to 20-60 pounds.
