The City of Georgetown is now accepting applications for a Director of Planning & Community Development. Under limited supervision, this positions organizes, directs and supervises the administration and enforcement of all adopted regulatory codes and ordinances pertaining to planning and building, building construction and building. Performs plan reviews and related technical, administrative and supervisory work as required. Plans, organizes and implements programs within major organizational policies, reporting program progress to executive-level administration through reports and conferences. Reports to the City Administrator.

 

ESSENTIAL JOB FUNCTIONS

 

Plans, organizes and directs all programs and activities of the Planning and Community Development Department, ensuring compliance with applicable federal, state and local laws and regulations.

 

Supervises assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; approving employee discipline and discharge, and recommending employee promotions, transfers and salary increases.

 

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.

 

Provides for adequate staff training and building opportunities.

 

Develops and administers the department budget; ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time.

 

Provides direct assistance to the City Administrator, City Council and other groups and individuals in related matters and regarding various special projects.

 

Develops, implements and modifies as necessary all department policies and procedures.

 

Plans, supervises and participates in current and long-range planning programs related to the building and implementation of land-use and related City plans and policies.

 

Interprets, administers and enforces all adopted regulatory codes and ordinances pertaining to land use, zoning and building; meets with architects, engineers, contractors, developers, property owners and others to discuss plan review and procedures and results.

 

Periodically participate in building / community development plan review and consult with regulatory officials on permits for construction and building.

 

Evaluates existing codes and ordinances and recommends changes as appropriate.

 

Prepares a variety of studies, reports and related information for decision-making purposes.

 

Coordinates department activities and functions with those of other City departments and outside agencies as appropriate.

 

Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.

 

Gives informational presentations to various community / civic / professional groups to increase public awareness, understanding and support of department operations.

 

Attends training, workshops, conferences, meetings, etc., to maintain knowledge of trends and legislation in municipal planning and building.

 

Performs general administrative work as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, reviewing literature and correspondence, etc.

 

Receives and reviews plans, studies, monthly reports, budgets, expenditure requests, customer complaints, financial statements, audits, etc.

 

Prepares reports to City management and City Council, annual reports, performance appraisals, significant event reports, budget documents, grant documents, ordinances, and various other records, reports, memos and correspondence.

 

Refers to policy and procedure manuals, computer manuals, City codes and ordinances, various government laws and regulations, directories, maps, etc.

 

Operates a vehicle and a variety of office equipment, including a computer, printer, fax machine, copier, calculator, telephone, etc.

 

Uses clerical and computer supplies.

 

Interacts and communicates with the City Administrator, City Council, other City department heads and personnel, subordinates, developers, community leaders, Planning Commission members, consultants, news media, City Attorney, and the general public.

 

ADDITIONAL JOB FUNCTIONS

 

Serves on various committees as appropriate.

 

Performs related duties as required.

 

ESSENTIAL SAFETY FUNCTIONS:

 

It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor.  Each employee must also properly wear and maintain all personal protective equipment required for their job.  Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injuries or illnesses.

 

 

Every manager/supervisor is responsible for enforcing all safety rules and regulations. In addition, they are responsible for ensuring that a safe work environment is maintained, safe work practices are followed and employees are properly trained.

 

 

                                                MINIMUM TRAINING AND EXPERIENCE

 

Requires Bachelor's degree in architecture, engineering, planning or closely related field. Master's Degree in a related field is preferred. Requires a minimum of five years relevant experience in planning, land use management and Community Development or any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must have a valid SC driver's license.

 

 

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

TO PERFORM ESSENTIAL JOB FUNCTIONS

 

Physical Requirements: Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 20 pounds).
